    Letter of Apology : Rescheduled Date and Venue

    Dear colleagues and friends,
    This message is to announce to you that due to circumstances that
    are out of the control by the committee of International Seminar on
    Climate Change Impacts on WRE and CZM (ISOCCI-2009) and
    HATHI, the date and venue of ISOCCI-2009 have been moved.

As the organizer of the parallel event of World Ocean Conference 2009, we
understand that such a big event like World Ocean Conference (WOC 2009) that will
be held in Manado at the same date, which is expected to be attended by 10.000
participants, needs a complicated and sophisticated arrangement.

To avoid any technical problem may happened during the implementation of our
Seminar, we decide to reschedule of the International Seminar on “Climate Change
Impacts on Water Resources and Coastal Management in Developing Countries”
which was originally planned to be held on 11 – 13 May 2009 at The Ritzy Hotel
Manado to
4 – 6 May 2009 at the Sintesa Peninsula Hotel Manado.

Please accept our apology for the change and inconveniences, we do hope that you
still have the same enthusiasm to participate in the Seminar. We look forward to
meeting you in Manado and trust you will enjoy the Seminar.

    MESSAGE FROM THE CHAIRMAN

    Climate change had become a long-term issue and also a central issue in
    politics and science, because it is realized that Climate Change will affect the
    world for the foreseeable future.

    The problem of Climate Change was initially become a central issue when
    scientists realized that process of increasing quantities of greenhouse gases
    into the Earth’s atmosphere due to the uncontrolled and irresponsibility
activities of human result the increasing of temperatures which consequently can increase the
water levels, caused by the thermal expansion of the ocean water and the melting of glaciers and
polar ice caps.

The major impacts and threats of climate change are widespread. In the field of Water Resources
Engineering, climate change will effect the hydrologic cycle and on water management systems
and, through these, on socio-economic systems. Increase in incidence of extremes, such as floods
and droughts, would cause increased frequency and severity of disasters. It will also effect the
ocean that is increasing water levels (sea level rises) would inundate wetlands and lowlands,
accelerate coastal erosion, exacerbate coastal flooding, threaten coastal structures, raise water
tables, and increase the salinity of rivers, bays, and aquifers.
UNFCCC, 2007 wrote that developing countries are the most vulnerable to climate change impacts
because they have fewer resources to adapt; socially technologically and financially.   Accordingly,
all conference parties of Conference of United Nation Climate Change Conference on Bali,
December 2007 agreed to implement the action on adaptation, including, consideration of disaster
reduction strategies and means to address loss and damage associated with climate change
impacts in developing countries.

As a response to the global problems of the climate change impacts on water resources and
coastal zone management in developing countries, Indonesia Association of Hydraulics Engineers
(HATHI) in cooperation with Indonesian Ministry of Public Works, Sam Ratulangi University, IAHR,
TU-DELFT, DELFT HYDRAULICS, and Manado City Government, will organize an International
Seminar on Climate Change Impacts on Water Resources and Coastal Management in
Developing Countries to be held in Sintesa Peninsula Hotel, Manado, Indonesia, on May 4-6 2009.
The purpose of this seminar is to invite water resources and coastal management experts from
developing countries to share their knowledge, and to raise their awareness to the critical problems
of the impacts of climate change and global warming, and to formulate a new thought in adapting
the strategy in reducing the impacts of climate change.
